Republic: Iran's Digital Direct Democracy

The Iranian regime killed an estimated 30,000–36,500 protesters during the 2025–2026 nationwide protests (Dec 28 – Jan 16)—the largest massacres in modern Iranian history, constituting crimes against humanity and triggering the international community's Responsibility to Protect (R2P). Over 330,000 were injured and 51,000+ arrested.

Republic — Jomhoor — literally means "the public." Not citizens who vote every few years, but people who participate daily in the decisions that shape their lives. Republic is a verb: people governing together. The Republic proposal identifies five structural gaps in self-governance and fills each with a specific technology—ZKP identity, multi-sig trust, Agora Polis deliberation, anonymous voting, and decentralized finance.

Iranians are exercising their right to legitimate defense against a regime that has forfeited its sovereign duty to protect its people. Our global diaspora and allies now have a moral and legal imperative to build the infrastructure that empowers civilians, coordinates resistance, and hastens regime accountability.

Immediate need: Emergency funding for civilian defense infrastructure. Long-term goal: A citizen-governed digital democracy where every Iranian can participate safely, deliberate openly, and vote on collective decisions.

The Five Structural Gaps — and How We Fill Them

Every attempt at collective governance faces the same structural problems. In Iran, each carries an additional heavy layer of history and repression. The Republic proposal identifies five gaps and fills each with a specific technology.

Identity — Zero-Knowledge Proof (ZKP)

To participate, you must be known — but being known means being vulnerable. ZKP cryptography solves this: prove "I am Iranian" without saying "who I am." Each citizen generates a cryptographic key pair using ZKP of their national ID. No central authority issues or revokes this key — ownership of identity belongs to the individual.

Trust — Multi-Signature Wallets (Multi-Sig)

Trust is built in small groups: 3, 5, or 7 people who know each other. Multi-sig wallets require multiple signatures to unlock — no single person can seize funds or hold the group hostage. Trust shifts from individual ethics to structural design: the system does not permit abuse.

Decision — Agora Polis + Rarimo Voting

Binary yes/no votes reduce complex issues to false dichotomies. Our answer combines two tools: Agora Polis for deliberation — mapping real clusters of consensus and disagreement — then Rarimo for anonymous, verifiable ZKP voting. Fraud becomes mathematically impossible.

Money — Decentralized Finance (DeFi)

If money is owned by a central person, even the best democracy submits to whoever controls the bank account. DeFi means finance without a central intermediary: on-chain transactions, participatory budgeting, and a marketplace where Iranians exchange labor and services with verified identities — independent of sanctions and regime banking.

Scale — Subsidiarity

Every system that has grown large slides toward centralization — unless its architecture pushes power down, not up. Subsidiarity: every decision is made at the lowest possible level. Local groups make local decisions. National issues pass through national Polis deliberation and anonymous voting. The coordinating body is a servant of the network, not its owner.

How It Works: From Identity to Collective Decision

Step 1: Generate Your Cryptographic Civic Identity 🔐

Use your Iranian National ID Card (or Biometric Passport?) to generate a ZKP key pair via the INID SDK and ZK Passport (Rarimo) — your digital civic identity. Prove you're a unique Iranian citizen without revealing your name, location, or any personal details. No central authority issues or revokes this key.

Zero-Knowledge Proof means: the system knows you're a real, unique Iranian citizen, but cannot identify who you are. The regime cannot trace your participation.

Step 2: Form a Citizen Group (Multi-Sig Trust) 🤝

Join or form a small group of 3–7 people who know each other. Open a multi-signature wallet together — funds can only be moved when a threshold of members (e.g. 3 of 5) agree. No single person controls the money. These small groups are the foundational units of the republic's architecture.

Step 3: Deliberate on Agora Polis 🏛️

Join Agora Polis — a platform where anyone writes their opinion, agrees or disagrees with others' statements, and an algorithm maps the real clusters of consensus and disagreement. The result is not a binary — it is a map. You see where people genuinely agree, what remains ambiguous, and where the real fault lines lie.

Deliberation focuses on understanding, not winning. The sovereignty of the people's questions over the politicians' answers.

Step 4: Vote Anonymously via Rarimo Vote

Issues that emerged from deliberation go to anonymous, verifiable vote on Rarimo via Iranians.Vote. Each voter proves they are a verified member without revealing identity. The result is publicly auditable. Fraud becomes mathematically impossible.

Step 5: DeFi Treasury Releases Funds (≥5000 Votes)💰

When a proposal reaches ≥5000 verified citizen votes, the DeXe DAO protocol automatically executes the funding. All transactions are on-chain — anyone can see what amount went where and when. Participatory budgeting means members themselves determine priorities and spending.

All transactions are on-chain, auditable, and non-custodial. The regime cannot seize funds.
